Sir, I enclose for circulation to the officers under your orders a copy of a General Memorandum directing the Captains and Commanders of H.M. ships and vessels not to suffer themselves to be drawn under the enemy’s batteries on the coast, unless with a fair’ prospect of deriving some advantage correspondent to the risk. I have &c.
